    He’s not spawning for me, lol. went to orbit twicee and returned, stdill no spawn, and not even after I quit and restarted my game.

      Yes he shows up, but he doesn’t sell these 4 items. He will have a ‘legacy’ exotic engram, the ammo, and weapon synthesis items… nothing else to my understanding.
